We want a vibrant, safe and attractive city center, which feels welcoming and invites to activity and stay. Since the fall of 2016, Purple Flag has been working together and through broad collaboration to create an equal, safe and attractive city with a varied range of activities for everyone, even after 17:00. <\/p>

The Purple Flag method comes from England and in Sweden it is Svenska Stadsk\u00e4rnor<\/a> that trains in the process and certifies the action plans that are developed. The action plans are concrete and have an implementation period of two years. The work is then evaluated and a new action plan is developed for recertification. In Helsingborg, HBG City owns the process.<\/p>

The area around Maria torg is Helsingborg’s first Purple Flag process. It started in January 2016 and the action plan was certified in fall 2017. In December 2019, October 2021 and October 2023, we were recertified for new updated action plans. In connection with the certification of Helsingborg C in 2018, we started the Purple Flag work on S\u00f6der. There is a lot going on in S\u00f6der right now and the work with Purple Flag is part of the \u00c4lskade S\u00f6der place collaboration. In July 2017, the Purple Flag process started for the Helsingborg C area, a natural continuation of the Purple Flag work around Maria Torg. In Helsingborgs stad, there is a strong focus on creating a vibrant, safe and attractive city center from both the city and the business community. In the \u00c4lskade S\u00f6der place collaboration project<\/g>, we are working on several fronts and with different processes that are linked together. Purple Flag is part of this. <\/p>

Examples of what we are currently working on in the area:
<\/strong>– We activate Furutorpsplatsen in the S\u00f6derscen<\/a> project.
– Collaboration between property owners at S\u00f6der
– We meet businesses at S\u00f6der at regular intervals.
– We meet students in the area.
– We collaborate with Tryggare Sverige.
– We meet parishes and associations, including through the group for religious dialogue and InvaSam.
– Housing associations and residents work to contribute to safety, experience and pride.
– We work with a clean and tidy environment.

The most important thing for S\u00f6der is to build trust and bridges to show that we mean business. In September 2017, we conducted a workshop and a baseline analysis to kick off the work. The results formed the basis for an action plan that was certified in October 2018 and recertified in November 2020 and 2022, and most recently in October 2024. <\/p>

The action plan is a concrete and living document, which is continuously monitored and adjusted. Every three years (from 2024 onwards – previously every two years), a new current situation analysis is carried out with night walking, analysis of statistics, etc. which partly summarizes and evaluates the work done but also forms the basis for a new updated action plan, which is certified by Swedish City Centers. <\/p>

Helsingborg C is a very good example of how broad collaboration and common goals have succeeded in resulting in increased safety and security, a more pleasant and welcoming environment with a wide range of services aimed at the needs of the target group.<\/p>

Through regular collaboration for safety, the city’s EST work (effective coordination for safety) and increased presence in the area, we constantly have an updated situation picture and can quickly act, adjust and meet any problems early.

Examples of initiatives to increase security and attractiveness in the area in and around Helsingborg C:<\/strong>
<\/strong>– A total of around 300 surveillance cameras in the area
– Security guards both in the station area and in public spaces
– Collaboration for security four times a year with a walk through the area
– EST reporting twice a week
– Increased presence provides more reports of crime and disorder and thus a better basis for action
– Improved lighting and prioritized and welcoming design and focus on sustainable materials, completely and cleanly both indoors and outdoors<\/p>\n

The area includes Helsingborg C with associated buildings, Elite Hotel Marina Plaza, parking lots and streets, squares and platforms. The area is a communication node where ferries to Denmark, rail and buses arrive and where there are car and bicycle parking facilities as well as pedestrian and bicycle access to Oceanhamnen via Varvsbron. <\/p>

The buildings within and adjacent to the area include offices, hotels, shops, medical centers, dentists, restaurants and schools. Some parts of the area are still perceived as unsafe and occasionally noisy, especially in the evening and at night. Many people live in and pass through the area, which is accessible all day. <\/p>

The land and buildings are owned by three different parties: Helsingborgs stad, Wihlborgs Fastigheter AB and the Swedish Transport Administration. Elite Hotel Marian Plaza owns the hotel building. Wihlborgs Fastigheter AB rents out its premises to a number of tenants such as businesses, the city and \u00d6resundslinjen. The Swedish Transport Administration owns the areas for train passengers, such as platforms, stairs and elevators up from the platforms. <\/p>

Helsingborg C has become a meeting place for many different groups, not just travelers or visitors to shops, restaurants and businesses in the area. Various youth groups come here to meet friends, but also to go to and from school. There are around 20 independent schools at secondary level in the city centre. Some go over to Denmark on the ferries to party and come back late at night. Some of them are heavily intoxicated and disorderly. Addicts and homeless people live in the area and some of them travel to and from Helsingborg via Helsingborg C to visit LARO clinics due to the free choice of care.
The social administration’s mobile teams are centrally located in the area. The purpose of their work is to help and support young people and work preventively to reduce youth crime throughout Helsingborg. Their location within the area means that they have a good overview and can make rapid interventions. While the area has a reputation for being unsafe, it is a place many people would probably go to if they felt unsafe out in the city as there are people on the move and visible security guards. The redevelopment of the travel center, bus terminal and adjacent streets, places and passages has always had safety and the experience of the place in focus both in terms of supply, design, choice of materials and layout. <\/p>

The aim of the redevelopment was to streamline the travel center and to place restaurants on the second floor, lockable after closing time, but also to create clean, fresh and visible areas to increase safety and also the experience of completely, clean and tidy. The offer has been reviewed to create added value and attract a wider target group. <\/p>

In connection with the rebuilding, the name “Knutpunkten” has been changed to Helsingborg C, which is clearer for both visitors and residents and, above all, marks something new.<\/p>

Kungstorget has also been transformed into a welcoming entrance square with a new modern and safe bicycle parking area. The roundabout south of the building, the Old Station Square with the above-ground platforms and the passage through the bus terminal, which connects the new platforms with the travel center, have been rebuilt and made more welcoming and safe. <\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

The area around Maria torg is Helsingborg’s first Purple Flag process. It started in January 2016 and the action plan was certified in 2017. In December 2019 and in October 2021 and 2023 we were recertified for new updated action plans. 2019 we expanded the area, so that our different Purple Flag areas are connected. <\/p>

Purple Flag focuses on the evening economy and what happens in the evening, night and early morning. In Helsingborg, we have chosen to focus on all hours of the day. In the recertification process, we are reviewing the current situation and developing measures according to the focus areas we have chosen to work with: Safety, Accessibility, Location and Range. <\/p>

Maria torg has been transformed from a dark and desolate place into a destination – a restaurant square with its own graphic profile and with S:ta Maria kyrka in the middle. The area is home to several nightclubs, shops, schools, offices and housing. <\/p>

The area is part of the old town with Bruksgatan running north-south.<\/p>

In order to monitor the results of this work, we follow, among other things, changes in the number of visitors and reported crimes. From the pre-reconstruction period until 2018, the number of visitors has increased and the number of reported crimes – all categories – has decreased. <\/p>

How we work with the Purple flag process for Maria torg\n<\/h3>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

In December 2016, we carried out a baseline analysis (night walking) to see how the area was changing between 17.00 and 06.00. The baseline analysis was the basis for the first action plan, which was certified in October 2017. <\/p>

The action plan is a concrete and living document, which is monitored and adjusted for two years and then evaluated. Based on the results and a new situation analysis (night walking), a new action plan is developed for the next two years. In December 2019 and October 2021, we were recertified for new updated action plans and in 2019 we expanded the area with Norra Storgatan up to Tycho Brahes Plats and the area up to Stadsparken to ensure that our three Purple Flag areas are connected. <\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

In 2018, we won the Purple Flag City of the Year award for our work towards a vibrant and inviting city center, which feels bright, warm and safe with a wide range of offerings – even after 17. <\/strong><\/p>

– “We are extremely happy and proud of this award. There is a lot of hard work behind it and many of us are part of this,” says Ann-Charlotte Wedelsb\u00e4ck, process manager for Purple Flag. <\/p>

– “This award shows that we are on the right track in how we work together to develop our city center. We are used to planning for the daytime, but as we get more restaurants in the city center, the experience of the city during the evening and night becomes increasingly important, says Hanna Candell, CEO of Helsingborg City. <\/p>

Since the fall of 2016, we have been working with Purple Flag. Motivation:
<\/strong>Helsingborg has thoroughly incorporated the Purple Flag experience into its political and commercial decisions. The city has made major physical changes to the cityscape and rallied key stakeholders behind its efforts. <\/em><\/p><\/div>

In its self-analysis, it has been honest and transparent about its strengths and weaknesses, giving it the power and energy to improve and develop. With the vision of more people choosing to visit the city more often, stay longer and experience something worth sharing, Purple Flag has become an accepted way of working with the intention of developing the work further in more areas to make the city safer and better, day and night. <\/em><\/p>
